I have written to Colchester Borough Council to highlight an urgent and concerning issue which has been brought to my attention surrounding the structural stability of a key section of the Hythe Quay. Over the Easter weekend, I have visited to see for myself and I share the concerns raised and question whether it is currently safe.
The section of the Quay where the Anglian Water sewage discharge is located has extremely weak structural foundations, in particular the concrete around it. There is a large possibility that the foundations are eroding quickly and the whole structure will collapse if the Council does not implement a plan to fix the issue. It is clear from pictures, video footage and my own visual inspection that the metal sheet pilings are bowing and getting worse with every day that passes.
This situation is extremely concerning and, should the structural foundations indeed collapse, it could cause an ecological disaster in the area, as well as huge costs for the Council to fix. In addition, the footpath has been closed, I suspect due to safety, however I have questioned what assessment has been made of the extent of potential damage should the metal sheet pilings cave in entirely and there be a significant collapse of the concrete into the river damaging the CTRUK building or vehicles parked close by.
I therefore wrote to the Chief Executive of the Council, the Leader of the Council and Portfolio Holder for the Environment to ask when the Council was first made aware of this issue and the plan for short term safety along with long term remedial work to the Hythe Quay.
I have since received a reply from the Council to explain that surveys of the quay have been undertaken and the Council have been working with other partners including Anglian Water to ascertain what works are needed. The site is also being closely being monitored for any further movement, and they are liaising with CTruks. Officers at all levels of the Council are meeting regularly to review the status of the site and agreeing the next steps. The Council have also advised that it is likely significant works will be required and as such, funding and partners will need to be sourced to ensure that the works undertaken are appropriate and consider any opportunities for improvements.
I remain concerned with this situation and will keep pressing the Council for urgent action. When I receive further updates I will endeavour to keep constituents updated.
